First you must be level 22 or higher (this means if you are starting as level 22 or higher, you auto-have it)
Once you have reached level 22 you must pay 150 points to BE ABLE TO train for it. Again, you're not BUYING Segunda Etapa, you're only buying the ability to TRAIN for it.
After you have been granted permission to train (I.E. spent the points) you can make an IC post about it. The post must be 2k words.
